What does it take to renew a tax clearance certificate?

As far as I know the person who did my tax clearance certificate for the first time does no longer exist, then SARS says he must release the file, is that true?
And the person I sent to renew it says he's already made a payment, is it possible to make a payment while the file is closed?

Tax Clearance Certificates aren't charged for by SARS, so I am not sure as to why any payment needs to be made to SARS. Usually if you ask a professional tax practitioner or company to perform this function they will charge a fee. However you can actually request a Clearance Certificate yourself using your eFiling profile under the Services Tab.
