Will one get penalized for not paying a personal income tax, even if you submitted your form? If so what would it be? This is for a low income wages.

You can be penalised at least R250 per month for not submitting returns where you are required to. Did your employer not take taxes off before paying your wages? The annual threshold below which you don't have to pay taxes to SARS is R63,556 per year (for 2013), so if your income totalle dup to less than that, then you don't have to worry about paying or not paying tax because you don't have to!
