I have a permanent salaried job and I do work for others as an independent contractor as well. What deductions can I claim as an independent contractor? Can I claim more deductions than I receive as revenue as an independent contractor (effectively losses).

You are able to claim all the expenses related to earning additional income. Whereas a salaried employee is very limited and cannot claim the costs associated with working.
