How does one claim for items not included in previous tax returns which you came upon in the new tax year. Can I submit it along with my new tax returns or is it ever forgotten and lost.

You can request your old tax return for correction, include the additional expenses and then resubmit.
You need to ensure you have supporting documents for these expenses and they are all business related and incurred in production of income.
