Should he pay tax?

My husband is a South African citizen and he is only earning R5500 a month does he have to pay tax?

Is the R5500 after deductions or before deductions?
If it is before deductions he should not be paying tax as his income is less than R75 750 (tax threshold for 2018 tax year)
