Referral income

I am a salary earner paying PAYE then on the sideline I get paid a once of commission for a referral, do I declare this and thus pay tax on it?

Yes you do have to declare and pay tax on this amount. Many times the company paying will give you an IRP5/IT3a which will already have 25% tax taken off it.
