Is a CCMA representative a PSP?

Is a consulting business seen as a personal service provider? I would like to start a company where we render a service to companies and farmers to do their HR for them as well as represent them at any labour related issues, private or at the ccma. I will be the only employee at first, but if I am correct I will be able to register a cc or pty ltd in my name with tax benefits....Thanks

Yes this would be seen to be a personal service provider.
