Are you having trouble with the security pin - that code in the block? If you are taking too long to complete the form then sometimes this code can expire. If you are consistently unable to read the code then perhaps try the 'Help you eFile' buttom at the top right hand side of the registration page, or call the SARS call centre on 0800 00 7277. The code should be working and should read clearly, but perhaps there is another reason why your application keeps being rejected.
