Why is SARS taking so long to make my payment?

I have submitted all my documents at SARS for my tax returns ...in July...they send me a notification I will receive a payment of R964....the 1 September 2014...another date 30 September 2014...i haven't received any payment yet...i want to know why is it taking so long for SARS to make the payment

Did you have a negative sign next to the amount of R964?
