What happens if one does not submit tax returns for a long time?

I have a friend who says he thinks he has not submitted for about 15 years, but now he wants to come clean.

You will have to admit fault to SARS and thereafter declare what is called The Voluntary Disclosure Program which will mean you would be able to just pay the taxes without penalties or interest.
