If the amount has not a minus in front what does it mean?

If I submit my tax and it show a amount without a minus in front must I pay the amount or what?

Yes, this means you owe SARS the amount. You should review your Tax Assessment (IT34) to ensure you understand the calculation and if you agree, pay SARS the amount indicated within 30 days to avoid interest and penalties.
