I think you might be confusing a tax return with a tax refund, please see this article to clear up any confusion!

Everyone should complete and submit tax returns if they earn an income above the R70,700 threshold per year. You can use eFiling or phone SARS on 0800 00 7277 to see if you have any tax returns outstanding that still need to be completed and submitted. You can get money back from SARS in the form of a tax refund only if certain conditions occur, please see the article above for more.
