Foreign income - how to declare?

Hi guys. I spent most of last year in the United States on an academic exchange program. I received a stipend from the US Government and they filed a tax return for me in the U. S. I did not earn significant income in South Africa last year (a small amount of freelancing, adding up to a few thousand rands in total). Do I need to submit a tax return? If so, I'm not sure how to do it, as I don't have any IRP forms etc.

You can submit a nil return in SA as you were out of the country most of the time.
