Filing historic return with missing IRP5

My wife has submitted her tax return for 2015 and a refund is due to her. SARS is requesting that she file tax returns for 2007 and 2008 before the refund is processed. She changed employment during 2007. The company she worked for is unable to supply her with an IRP5 as it is over 5 years old. What does she do it this case?

She would need to go to the police and swear an affidavit stating she cannot retrieve her old IRP5's and the reason. She would need to take this into SARS.
