Do I owe SARS money? And why?

When the amount under tax credits and adjustments is less than the amount under assessed tax after rebates, does it means I owe SARS the difference?

Yes, this means that your rebates and credits are smaller than the actual amount of tax owed based on the income earned and so you will need to pay in the difference.
