Confuse to being taxed so much and not getting anything back from provident

Why don't I get a tax refund from my provident fund seeing that I'm still unemployed my fund is @ R132300 I get taxed R19000 on it and what do I get back?

You don't get back money from a lumpsum payment - these are taxed once off and no refund is available.
