Bad boss not giving a raise

So I figured out that my husband was registered for UIF and tax, but that he never filed an IRP5 to claim back.

His boss hasn't given him a raise in 3 years. I complained and after a lot of fighting and him wanting my husband gone...I think he was making an example out of him, he gave him a raise of...R200!!! It was supposed to go up with the new financial year since 2010, but nothing!

Is what his boss doing legal? He says he can't afford to pay more, but he just bought a holiday home and blows money on lavish hunts and holidays abroad. Help!

There is no law that states an employer must give a raise to their employers, but from what you are saying there seems more a moral and ethical injustice being committed here. There is nothing you can do about it unfortunately. I wish I had a better answer for you!
