I have received an email from SARS saying

We have approved your tax returns and epayment of R4,924.95 made into your account
Click below to check for confirmation

then they put the link.

When I am clicking on the link I have to choose the bank I'm using then they ask for username password. They take my password, my cellphone no and email address, then ask for same thing again and again.

Is this a scam?

That is a scam, do not click on any links or do anything on that email. Just delete it.

If you have already provided your banking login details via a scam like this, phone or visit your bank immediately and tell them what has happened, or login to your online banking yourself and change your login details now.
