Refund after assessment??

My partner submitted his tax in the beginning of July shortly after the tax season opened, he then found that he had to submit required documents, which was done on 06/07/2015, the review was them completed I assume as he received the second ITA34 still showing the same refund amount on 03/08/2015, when he called on 07/08/2015 to find out about payment he was told that the 30 day period ends on 14/08/2015, so when he called on the 14th to find out what is happening with his refund, he was told that he has to submit his tax return for 2012, which he did immediately. Shortly before submitting the 2012 tax return he received an ITSA for the 2015 assessment on the 14th. Then after submitting the 2012 tax return he received another ITSA for that too. So he called on the 17th to find out when he can expect a refund because he was previously told it should pay soon, they told him that he has to wait another 21 days and if he still does not have his refund the matter will be escalated, I don't think this is true. He asked if they need anymore documents from him and they said no. Please advise on the normal time frame in a situation like this, because I feel that he should have received his refund by now.

This is true, SARS have at least 21 working days to finalise an audit and in the cases of old returns are taking 90 days to finish and payout refunds unfortunately.
